How can a student become a Colorado resident and be eligible for in-state tuition? In-state Tuition Classification in the State of Colorado is governed by state law and by judicial decisions that apply to all public institutions of higher education in Colorado and is subject to change at any time. Colorado State University must apply the rules set forth in the Residency Statutes and is not free to make exceptions to the rules except as specifically permitted by state law. It is strongly advised that students work closely with an SFS counselor to determine the possiblity of being classified as in-state for tuition purposes.
